Typhoon Neneng brought heavy rain that caused flooding in Cagayan province, Philippines on Sunday, October 16. A video released by Claveriaps Valley Cops shows rescuers using a rope to pull a 50-year-old man from floodwaters in Claveria on Sunday, the service said. Police in the Claveriaps Valley have released other videos showing floodwaters flooding roads in the Claveria area. The police service said that several roads are impassable due to high water. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in its 5:00 p.m. update that the typhoon maintained its strength as it moved westward over the West Philippine Sea.
